Hi,
In general good circulation is enough to provide good oxygen levels, and good surface agitation provides gas exchange. Live plants in optimal conditions also provide oxygen in daylight. (photosynthsis).
If your fish arnt gasping at the surface then you have adequate oxygen levels within you aquarium.
