I've found when stressed etc they curl their tails to one side with the fin remaining closed. the fanning, as you said, is just to aid movement etc. I've got a 3" fahaka puffer in a 200L tank with perfect water etc.. he's the only occupant so no stress etc [mainly cos he'd kill anything that broke the surface of the water  ] and he often fans his tail out as he swims the length of the tank.. :D

I want a fahaka so badly! do you have any pics? Would you mind if I asked you where you got yours and how much you paid?

As for tail curling/fanning, I believe the consensus is this:
The tail stays curled when stressed, straight when not stressed. The fanning doesn't have much to do with stress, but more with locomotion.

Sound good?

yes that sounds good, for a while there u guys were getting a curled, straight, and fanned tail mixed up. My dwarfs tail only curls when he is turning and/or ready to chomp on a snail. his tail fans occasionally, almost all the times when he wants to get some speed in his swim, whenever he becomes ticked off at another fish, and occasionally when he is feeding. so i think that a closed tail means the fish is fine, a constantly fanned tail means the fish is stressed, and a consistently curled tail also means the fish is stressed.
