Depends on the temperament of the betta. You would need to choose an easygoing one. Some bettas would be fine with the harlequins (and the tank will certainly not be overstocked) but some will attack them, and others might be frightened by them.

Make sure the tank is well planted or otherwise decorated so that there are plenty of hiding places. I assume it's heated to keep harlequins, but if not, you will definitely need a heater in Canada.
