Hmm, sounds good. You could try suggesting this plan to her and explain that the comet would be so much happier and grow really healthy if he went to a new home in grandpa's pond?
 
In fact might be better to see if your grandpa after explaining to him whats been happening and maybe he can talk to your sister if he agrees to having the goldfish in the pond? Am sure she will listen to grandpa perhaps?

Sorry your mom does not see things quite the way you want her to about keeping fish, but that happens a lot of people.
