Possibly Getting Two New Tanks :d

How many betta can go in one 20gal though? One male per 3 female is what I have been told, so is 4 beta about the max for a 20gal?
 
1 male betta is the maximum. They will fit all other bettas mostly to death.
Females you could have a fair few. I think 12 would be the maximum but I'm not sure.

Do you think a properly divided and planted 20 gallon could establish territories enough for two male bettas to co-exist?  Just speculating.
 
Divided?
If you mean a big wall through the middle so they can't touch each other then yes.
If you mean just with lots of plant cover and stuff then no, bettas are VERY territorial and in no tank size is having more than 1 male betta reccomended. Males amd females are similar.

I don't think a 20 is big enough for angels from what people are saying, but I would like to have a fish in the tank that really grabs ones attention.

It's crazy how they can reproduce then if they just would attack the females. And wow 12 females in one tank that look really cool. I'm really leaning towards doing a betta planted. I did like how the tank looked in that video I loved how he made the right side look like roots.
 
I know! In the wild I guess there is massive ponds and stuff so the bettas have loads of room to swim about in.

I just meant heavily plant/decorated to encourage two clear territories.  Obviously things may not go to plan, but I was just speculating.  I didn't mean a literal divider.
