Poorly neon tetra

It's my first post here and I apologise for only coming to you in a time of need.
One of my neons is bobbing nose up. He will on occasion swim normally for a short burst by returns to bobbing soon after.
On top of this he seems to have a white growth on his mouth.
I'll try to add a picture.

I don't have an isolation tank, so I have him isolated in a bag in the main tank.
What can I do?

Possibly white spot/ICH? Not sure though, could just be dust/specks on the camera lens but it looks like he's got little white speckles on the lower body as well...
If you get a confirmation on whether or not it is ICH, read up on it and how to treat it here.
Keep us updated. Maybe @Colin_T could help out on this one.

What other fish do you have in that tank. One reason might be is that it is stressed. Is it gasping for air at the top?

Not near the top. And i think the other white spots are just on the picture rather than the fish.
However... I have just added two honey gouramis and 4 very small shrimp.

Forgot to mention the lump on mouth. That is quite common in neons. It is viral but nothing you can do about it. I surgically removed one but wouldn’t recommend that.

I’m a registered nurse and spent a short time post op surgery. I was successful in removing one but 2nd attempt in another one ended with fish dying the next day. The growth was fatty and not attached to anything but the lip so no real risk involved. I had sterile scalpel.

Fasting won’t help him and will only make him suffer more, IMO. He won’t survive in that bag long either, I’m afraid.
