My lfs has been keeping their bettas in those small half gallon pet critter plastic box things which is great compared to all the small cup horror stories I hear about. Anyways they got a shipment in of 6 Bettas about 3 weeks ago and in the first week or so most of the prettier ones sold but 2 of the more plain guys haven't sold yet. About a week ago I was in there and went to check on the bettas and was disgusted at how dirty the water was and how much poo and other junk was on the bottom of the containers. Also about 1/4 of the water had evaporated. I felt like saying something but thought well maybe they are getting ready to do water changes and I've become a little friendly with the staff there so I didn't want to get on their bad sides. 
My boyfriend and I went there today just to check what was new and what not and I went to look at the Bettas and there the same 2 Bettas were in the same containers that still hadn't had a water change and this time the water looked green and there was so much poo and junk on the bottom!! I was so angry
I said to my boyfriend please tell the staff about the Bettas and that they desperately need a water change...first he was like no I don't want to do that and I was like hmmm!!! Then a minute later he said do you want me to talk to them? and I said yes. So he went up to the lady and said how he has noticed that there is so much crap in the containers and he felt sorry for the Bettas who had to live in there. She was like oh but those Bettas just got in!!
and my boyfriend said well how could it be that dirty in 2 days? Then he showed her which ones he was talking about. Mind you they did have 3 new bettas in and they were in pretty clean water. The lady said she would tell another staff guy about it and for him to change the water. 
I might take a trip over there tomorrow and see if they actually did change the water
