Stickle - I am so upset to hear about your puffer. It is every Puffer keepers' worst nightmare. 
As I found when I did Puff's beak - it's not easy and is very distressing. I am hoping to get local vet student to do Puff next time, but he needs doing again soon, so I might have to do it again. I think the key was he stayed underwater the whole time, except for a second when I had to scoop him out of the tank in the net. I held him just under the surface of the water in the net during the trimming process.
Can you maybe try a local vet ot LFS to see if they know of anyone who can help?
