Just an idea...

How about when they click new topic to sell something, the salesform is already there; so they have to fill it in; and if they leave it blank make it so they can't progress.

Simplicity and a very good idea, the problem is, I dont know if it can be specifically implemented to suit but I will surely recommend it to the techie guy
