Hygrophila difformis, emersed (out of water) growth.

Seconded, I have some growing in both forms right in front of me.

Ooohhh ok i didnt know they grew both leaves like that? Will they grow the thinner leaves since it is emersed in water now?

The emersed leaves will die back and it'll grow the form you're expecting. If it reaches the surface it'll throw up leaves like that as well. Generally they're trimmed at that point.

That will be sweet if i can grow them that high! But any i am using diy root tabs could i also use liquid fertilizer or would that be to many nutrients?

Depends on your carbon and lighting levels. FWIW, I think stem plants generally prefer to take nutrients from the water column rather than the substrate.
