ok to sum it up, you have 15 watts over 70 litres.

70 l = 18 us gallons...0.8 watts per gallon. Yes you should keep your lights on longer than 3 hours...10 -12 hours is ok.

The plant on the left with tall thin leaves is Vallis. The plant on right (the tall green one) is Bacopa (I think). Do a search on google for these.
 
theres nothing on google, ive found pics of it but nothing on how to keep it. is it that im not giving enough light killing them off?
 
well 3 hours is no where near enough. Try 10 hours and see if things improve.

I'm guessing but the plants you got prob require medium light at least...

with 0.8 WPG you're probably only going to long term successfull with Java Fern, Java Moss and Anubias.

there are lot's of really knowledgeable people in the section of the forum, and I'm sure they'll all try to help. I would recommend you to have a good look through some of the pinned articles at the top of this section...there are also some great threads for you to read through - they'll give you lots of great tips to get your plants thriving!

Spend a little while having a read through, and then pop your head back in...I'm sure we can all get things working nicely for you!

looks like you got yourself vallis and red ludwigia. I think you will need to increase your light if you want them to grow.
 
i have got some java moss coming which ive been told likes little light so will be good for my tank. all the plants listed on the link aobe require light low-high so does this mean that they will grow in my very low level lighted tank?
