I know that high phosphates contribute to algae growth, but do plants naturally use phosphates aswell?

it will not affect the fish but if you do not have enough plants to consume it, you will get a lot of algae and even an aglae bloom.

as i am currenty experiencing, damn phosphates
i had 3 plants in my tank and they couldn't control it, so i've just added 3 more.

unfortunatly - yes

levels will start to fall again as they it will be filtered beter due to lower demands in the winter

Thats a bit of a bugger. good news about it dropping for a few months though.
