When there is no filter cartridge in it should the wheel still be spinning?

yes probably faster without the filter than with but it should always stay spinning

Well it spins then stops so maybe I should do the monthly clean earlier and rinse the wheel off a little in tank water since maybe it has to much stuff on it.

well try this first, take the lid off and watch it spin, when it slows help it out some by spinning it yourself, the spinning becomes constant as the weight of the water gets equal across the wheel, when i stop mine from spinning it will do that for about 5 minutes or so, it wills spin, slow almost to a stop, spin slow, just push it along and watch it for about 5 minutes and see what happens.
