Would ADA AP-1 along with frozen cyclops, frozen baby brine shrimp, and daphina work for Dwarf Pencilfish?

Yes, they should be fine on that diet. Use the ADA as the staple with the frozen foods once or twice a week (they're not actually very nutritious).

I feed my nannostomus unifasciatus baby brine shrimp, microworms, grindal worms, seed shrimp, and moina macrocopa because they wont eat prepared or frozen foods. Get some microworms as they are stupid easy to culture (just bung them in with some wetted corn-flour for a month) and the fish love them. would be perfect for dwarf pencils too.
