Why do you need to change the lights?
If you are using LED lights, they don't lose temperature (Kelvin) over time like fluorescent lights do. The only reason you need to change LED lights is when the LEDs stop working because of deliberate manufacturing defects that stop them lasting forever.

The light won't go back to 100%.
Only stays at 60%.
I've deducted it to be a power box failure so I will replace that, but it's only a 24" light and it's a 40g aquarium, so I might just upgrade the light and get a new power box for that light to have as a backup

Is the light still under warranty?
Even if it's not, maybe contact the manufacturer and let them know what is going on. They might send you a replacement power box and you can use it as a back up or on a smaller tank.
