well...if you want a mixed tank...introduce fry pea puffers not adult ones...
pea puffers are not aggressive if they're used to being with those types of fish..that includes even adult shrimp...
as for having any egg laying type of fish...sure...just don't ever expect them to breed as the puffers will literally devour any eggs they find
they do fine with live-bearers like guppies/endlers
they eat freeze dried bloodworms...
and they like caves just like plecos (the round ones like pvc pipe)
if you have an extra tank to grow snails like ramshorn..they also love these..but they'll completely wipe out a whole snail population just a single pair of puffers
as for filtration....anything will do as long as there's not lots of current inside the tank...
and for noise...every type of filtration is noisy
sponge filters plup plup plup bubbles bursting 24/7
hang on back rattle and tend to make more noise than sponge filters from the pump pushing water up through the media back on the tank now mixed with bubbles...
you can usually adjust the plate that goes into the tank from HOB filters but no way you'll 100% get rid of the noise....
then canisters...the bigger they are the bigger the noise it's like having a fridge going ZZzzzzzzzzz
then internal sumps....the humming from a 200-400gph pump gets muffled by the water
under the tank sumps...very noisy water dripping down the pipes...
if noise is a concern...look for a tank with an internal sump
I'm the type of person that I can't stand bubbles bursting while I'm sleeping so all my tanks have internal sumps...0 noise
pea puffers / guppies and shrimp...
both puffers and guppies will keep the shrimp population in check and the puffers will also keep the guppies population in check
they will take a go at any sick fish even bigger than them..so if a fish is sick and swimming funny...make sure to remove it and treat it somewhere else or it's puffer's game xD
 
I went to several LFS and on my second one I landed two pea puffers...I can't wait to build out a tank specifically for them. they are currently in quarantine (my quarantine tank is actually pretty nice and accommodating) but I'm going to find a 10 gallon nano tank tomorrow to start cycling. I'm looking at the tank style with the filtration built into the blacked out back.

Also, amazed at how fast they nail pest snails...I have a bunch still in my new 40G breeder and I've put a bunch in my quarantine tank and they were nailing them!

well when you look for a tank with an internal sump..look for one that has an inline pump instead of an overflow grill
they usually pull the water into the sump through a pvc type type of mechanism which you can attach a coarse sponge
reason for that from experience is that fry will go into the sump and it gets annoying and can also kill fry/shrimp
if it has an overflow you'll end up needing to put a mesh or something on the overflow grill to prevent fish/shrimp going into it
the pvc style one you can just take the sponge under the sink and squish it to clean any debris out and put it back on....
