Overstocked? My 28 Gallon Planted With Picture

Hello everyone I'm just back, I'm just checking to see if you guys thought my fish tank could be overstocked.  Here's what I have in it right now...
 
5-6 Nerite Snails
5 Ghost Shrimp
2 Rosy Red Minnows
2 Julii Corys  (small sized)
1 Angelfish  (Medium sized, not full grown, not small either)
1 Siamese Algae Eater (small sized, just about 2 inches long)
1 Bullfrog Tadpole (will move this guy out once he develops some limbs...naturally)
1 Betta
A handful of small plant snails.  Not a whole lot considering their size, probably 1-2 dozen tiny snails.
 
This tank is heavily planted.  I'm always adding plants to it, and dosing it with potassium once or twice a week.  Just bought some iron for the Sword plants.  I have a homemade CO2 system for the plants as well that's bubbling out CO2 from an airstone... 2  2-litre bottles of yeast and sugar, and a bottle of clean water for it to pass through.
 
Anyways I have tons of plants like I said, wysteria, Anacharis, sword plants, giant moss ball, val grass, pennywort, hornwort, various types of other long grasses, bamboo, and probably atleast half a dozen or more species of plants that were unidentified and I just bought because they look nice.
 
Right now it's sitting by a windowsill and receiving natural light from outside.  Seems to be working excellent.  Very little to no algae to deal with.

So my question is,  is this tank overstocked?  All the nitrates/nitrites and amonia seem to registering as 0.  The PH is a little high it's 7.8, my water PH is normally 7.6 but it's 7.8 with the CO2 system I think.
 
I guess eventually I would like to add in 1-2 more little corys so they can haev a school, and I would also like to add in a school of tetra maybe anywhere from 4-6.  This is because I absolutely LOVE to see the fish hiding in the plants, and would love to see the tetras swim in and out of the plants to hide!  ... I also know that the rosy red minnows like to school, but they are little poop machines.  I think anymore is out of the question, they seem plenty happy as is.
 
I'm wondering if my tank is already maxxed out , or if it is overstocked as it is right now?

I don't know much about the rosy red minnow, but if this is Pimephales promelas it should have a small group and I believe it is a cool water fish.
 
The corys need increasing, to a group of 5-6 minimum, and they will be much happier and thus healthier.
 
The Siamese Algae Eater I would re-home now before it becomes a possible issue.  Attaining 5-6 inches, it will have a fair impact on this small a tank.
 
As for adding a tetra, space is the issue, along with the Betta and Angelfish (many tetra when faced with such temptation will fin nip mercilessly, and some like the linear shaped species may become food as the angelfish and Betta mature).  And keep in mind that the mature angelfish will (or shuld) be six inches in body length with a 8+ inch vertical fin span.

I would definitely up the corys to at least 6. You could definitely get a small school of tetras (smallest number would be 6) but only if you get rid of the minnows. I know they seem happy but you would be amazed at how much more you see your fish out in the open swimming areas when there is a larger school.
 
Also how does your betta get along with the angel? I have always been told that this is problematic so I am curious what your situation is like.
 
Oh yeah I forgot to mention that my betta is a female betta, and she has been living with a community for the longest in the tank since I've had my 2 rosy red minnows.  She does really well I've never seen her fight with other fish.  The only thing I've ever seen her do that hints at agression is steal the angel fish's flakes, which is kind of standard I think, but they have never fought before.  Most of the time she lives in the hornwort at the surface of the tank and just relaxes on it.
 
So the female betta isn't an issue, she works real well in the community tank.  We had a talk before I took her home out of her cup, and she explained everything to me how she was a model citizen.
 
The only fish that actually does display a little agression is the siamese algae eater, only when he is eating the algae tablets that I drop in the tank.  He chases away the minnows from the tablet, but doesn't attack them only chases them away.  So I've taken to dropping in two halves of an algae tablet so no one has to fight.  Besides sooner or later the bullfrog tadpole finds the tablet and no one can make him move once he gets on top of it.  Oh even the angel fish and betta nibble on the algae tablet I wouldn't have expected that.
 
Stanleo why do you think I need to get rid of the minnows if I was to add more tetras?  Because the minnows are schooling fish ?  I would love to make a school of the minnows but I didn't realize they are just almost as dirty as goldfish :\  I guess that was my mistake when I bought them.  I'll see what can be done though.
 
Here's another picture of my tank.  Here you can see the angel fish at the bottom left, directly underneat the betta.  You can see my red betta swimming near the surface just to the left of the center.  A little bit underneath my betta are the 2 rosy red minnows, with the tadpole vertical behind the rosy red minnow on the right side.    To the right of the tadpole and and minnow is the siamese algae eater by the filter intake.   The Julii cories were in this picture, but they were a little too dark to be seen by my camera phone.  I am going to add a couple more cories to their school, but I wanted to wait a bit of time, I didn't want to add like 5 fish all at once.

It's a very nice tank BTW.
 
I just say that about the minnows because I think they need a school and you don't have room for a school of tetras and a school of the minnows. I have no idea if they are cool water or not though, you might want to look into that. Byron knows his stuff and I would always go with what he says.
 
i dont think its overstocked but i have not much experience with these types of fish. however i do know that you need more than two juli cory cats. about 6 is good. panda corys are ok in 2s however more is better. pandas also stay very small.
 
Panda cories, just like all cories, need groups of 6+. They are one of the smaller ones though still a bit bigger than pygmaeus, hastatus, and habrosus.
 
OP, what are the dimensions of your tank? I ask because angels need a taller tank.
 
Rosy red minnows are cool water fish so I would re-home them. The betta will need the tank to be kept at a minimum of 78F. I'd re-home the SAE as well since it gets too large for this size tank.
 
After upping the cories to at least 6 you might could do 6 tetras or rasboras but you need to pick carefully as certain ones (like neons) could be eaten by the angelfish. Something deeper bodied like harlequin rasboras might work.
