When you have consistent zero readings on ammonia and nitrIte.
And secondly if and when (in conjunction) your existing fish look "happy" and healthy :)

And if all the above are applicable - slowly.

As in one or two per week, monitor water stats regually to ensure they don't overload the bacteria.
 
I think in that case i'll do another full water test tomorrow and see how it looks. The neons have been happily swimming about in there for 2 weeks now.

Once the water is stable (0 ammonia, 0 nitrite) i'll add some more fishys, been thinking about getting 3 small mailed catfish? Is this a good/bad choice for a newly setup tank? (tanks been going for about a month).
