Angels and discus are my favourite fish. A few months ago I read that they can share the same tank and was very pleased to read that. I've also seen them mixed together on youtube videos. Some disagree with this as angels can disturb discus for one reason or another. As the thread '2000 litre discus tank' demonstrates, it can be done. It also shows the discus need to be well established and the angels young, and small.... So I guess the answer to your concern is that it wouldn't be a good idea to mix new/young discus into a tank with large/established angels.
Whatever you put in your tank as main ornamental is going to disturb discus though. They need to 'own' the tank, otherwise they will get bothered. From one beginner to another I say just forget about discus for...... a year or two....... Get a beautiful tank set up without them. With your size it can be amazing.
In terms of adding neons, be conservative. There really is no hurry and patience is key to anything in fish keeping. Add 2 or 3 at a time. Check your water parameters the next day each time you add them. Then in a couple days again. If clear, add some more. 20 would be an impressive sight and still leave you lots of room for more.
