I would isolate this guy in a hospital tank just in case he *does* have something.
I would first give him a dose of epsom salts in case he is just basically "backed up" inside -- the usual dose is 1 Tbsp per 5g (~20 L). If this is not the problem, the epsom salts can't hurt him.
Another possibility is that he's got either a bacterial infection or a parasitic infection.
Is the color of his feces more or less matching the color of the food? If not, I would suspect internal parasites and start feeding him an anti-parasitic food.
Otherwise, if the epsom salts do not work, I would consider starting him on an antibiotic food.
Brands to look at are Pepso food and Jungle's relatively-new medicated foods. Both should be available locally; try the big chains if your regular LFS does not have the stuff.

If this is something very sudden (like overnight), I think there is a possibility that this is a virulent strain of some bacterial infection. I would start on the anti-bacteria medicated food sooner rather than later.
