Ok .. Puffer Not In A Community Tank?

We have tank thats 30L that has been used for a few months, but recently the fish have just been moved out.

What puffer would you recommend for a tank of this size? Also is there anything that would go well with it? Crabs, clams, etc? Anything to add a little variety.
