This seems to happen whenever I put catfish pellets in my tank, so maybe if you have put betta pellets or something like that in recently, it could be that? It clears overnight for me, because of the filter making the water move, but if it is bothering you that much, then take a piece of kitchen roll and glide it along the surface until the oil/grease is gone
To remove an oily surface from a tank, try spreading a piece of paper towel across the surface and then remove it. In most cases, the paper towel will remove mos or all of the oily film.
