Oil? In My Tank?

Tank size: 10 gallons

AS OF TODAY (September 7, 2009)
pH: about 6.8
nitrite: 0
nitrate: between 0 and 10
kH: between 120 and 180
gH: 150
tank temp: between 22 and 23 C


Fish Symptoms (include full description including lesion, color, location, fish behavior):
Fish stay on bottom of tank but will also swim to the top for air more frequently than before. There appears to be oil on the surface of the water. But other than a lack of activity, the fish seem to be fine.

Volume and Frequency of water changes:
THIS TANK IS NOT CYCLED. I set it up (after it had been inhabited by fish last year then i drained it after i moved the fish to a larger tank) on August 31, 2009. I put 3 corydoras in it on September 1, 2009. I have not checked ammonia content since I haven't been able to buy any strips to test it yet. I checked the above levels on Sept. 3 and they were the same as they are today with the exception that the pH was 7.2
I noticed the oil looking stuff about 11:00 pm on Sept. 4. About 4:00 pm Sept. %, I changed about 20% (about 2 gallons) of the water and also got as much of the oil stuff off the top as i could with a cup. Today I came home after not checking the tank last night and found there to be MORE OIL stuff on the surface again. There are a lot of bubbles on the surface from what i guess to be my three cories going to the top.

Chemical Additives or Media in your tank:
We get city water. The only things I have added were aqua safe (for the water) on the day i set the tank up. And chlor out on Sept. 3 when I changed the tank (for the chlorine)

Tank inhabitants:
3 corydoras (either trilineatus or julii not sure)

Recent additions to your tank (living or decoration):
upon set up of tank
10 FAKE plants
about 15 pounds of smooth, tiny aquarium rock

on Sept. 1
added the only living fish (3 corydoras)

NO other fish, plants, decorations etc. have been added. On Sept. 5 I did change one of the lights (there are two) from a regular light to a blue light (same watt) because the old light went out.

NO FISH HAVE DIED

Exposure to chemicals:
none that I know of. Down the hill from us, they are doing construction. They are digging into the hillside. As far as I know, there have been no boil water advisories or any broken pipes or anything that would make the our city water not safe.

I mean the oil looks like that on the top of my tank water. That's not normal is it?

If you can, please tell me what to do! Is this part of cycling? Do I just keep changing the water? HELP!
 
an oily film will sometimes appear in tanks, depending on the type of food you give.

I have it in most of my tanks and believe the frozen foods i feed cause it. i also believe it is caused by some sort of protein but don't quote me on that
it will diminish the oxygen exhange between the air and water but i've never had any issues as my filters stir up enough water to provide o2 for all my fish.

cories are bottom dwellers and will regularly dash for the surface to get some actual air, so this is normal behavior. i remove it when i do water changes but it comes back after a few days.

only way i know of to remove it completely is with a skimmer, but that's too expensive for me!
