Ntd Again?

Well... a couple months ago I had one neon with definite NTD, then I had one with a white patch which I wasn't convinced was the same but board people thought that was NTD too (2 weeks ago maybe? forget).

Well... I have ANOTHER neon looking... not quite right... but no white patches... its like he's.... darker... not as bright sort of darker. His color doesn't look faded at all, its strong color but its oddly darker... not that sort of shining bright that neons are known for.

What is that all about?

I have had some neons before, and I know this sounds dumb, but my bulb burned out on my lamp and I noticed that the neons and black tetras all lost their glow. As soon as I replaced the bulb and turned it on, the glow came back. I remember as a kid, a friend had some neons and I could swear they glowed at night even with the lights off. Mine don't seem to do that though.
 
I have been trying to have the light on a few less hours, about 2 hours less per day.... but its only the one neon not all of them.

On a side note... their blue streak seems to catch even the smallest glint of light and appear to shine in the dark.
