Novice Ich Troubles (Maybe Breeding Tubercles?)

Sorry, this is not a tropical fish problem, but I couldn't find another active board for goldfish.
 
So maybe a half year ago, one of my comet goldfish developed white spots on its gill covers. I thought they were breeding tubercles. However, it developed more white spots on its tailfin, and a few particular spots on the tailfin are portruding and have blood-like specs in the middle.
 
Is this Ich? I have been fighting it with Tetra Ick Guard for a week, yet nothing seems to be happening. Are they just breeding tubercles?
 
could be, if you upload a picture then seeing what it could be will be easier.
ich usually looks like grains of salt, and will be all over the body of the fish.
 
A bad camera. couple with a dirty tank and no sterile scrubs, I can't get a good picture.
 
The only way I can describe the spots are like colonies of E-coli bacteria, or those small bubbles on your skin when your dead skin gets too wet for too long.

Could you try and google the problem, see if there are any pictures similar to your problem? Look for pictures of the breeding tubercles.
 
Also;
What size is the tank?
Tank mates?
Filtration?
 
Half a year this has been going on? Weird, if it was ich it would've been out of control by now, and more than likely killed the fish long along.
 
the breeding tubercules only come up round the gills and the front edge of the pectoral fin.
you wont find them on the tail fin.
 
how long has the spots been on the tail fin?
