Not sure what else to suggest without actually being there and seeing it running.
But a couple of other thoughts...
My pump is a different configuration but works basically they way they all do and if it's not submerged sufficiently in the tank water, it chatters like yours does in the video clip.
Is something in the pumphead putting pressure on the impeller and slightly bending the shaft?
Is there a sufficient flow of tank water through the pumphead for it to work efficiently even if it is submerged to the correct depth, for example, a blocked or restricted pipe?
