For a nice rounded 10 gallon tank here is what I would go with and is close to what I will be putting in the tank I am doing for my sister's family for Christmas:
3 Male Fancy Tail Guppys
3 Corys (your pick but pandas may be a good choice because of size)
2 Otos for Algae Control
1 Dwarf Gourami
People may disagree with the Gourami, but they really are not that hard to keep and offer a nice look to any tank.
I'm doing the guppys for shear look. Guppys tend to have a little more flare for the dramatic in their coloration.
Cory cats are just overall a fun fish and no tank should be without a few corys.
The otos are friendly fish and make great algae control.
