Recently bought a trigon 190 set up. Set up as per instruction added water and added nutrafin water conditioner (250ml) as it said approx 25 ML per 40l. I now have a scum type layer on top of the surface. I have been waiting for it to clear, 2 days but as yet still there, it's not quite a foam. There are no fish in yet as I wait for the water/tank to settle and I have been holding off on swapping out 30% of water as some people say just leave it. Help please so I don't endanger any fish. No danger yet but want to make sure I get everything off to the best possible start.

With regards the scum, try scooping it off with a jug. Get rid of as much as possible, and see if it returns. It could be just that you didn't clean the tank or decor well enough, and it's a layer of dust.

It's quite an old article, and needs rewriting, so I'd suggest you follow the Add & Wait method.
 
If you can be patient now you will be rewarded with a healthy tank that, if looked after will give you a long time of pleasure.
 
I'd go with the fishless cycle since you havent been ensnared in getting any fish yet. If you had two fish in which one went through a fish cycle and the other one was added in after the fishless cycle, the second fish would live a longer and healthier life than the first ((if the fish didn't die during the cycle)).
 
You'll want to get your hands on a liquid test kit for NH3/NO2/NO3 as these chemicals will tell you when your cycle is over and if your fish are in danger of poisoning from them. A bottle of household ammonia with a few drops or so will start the cycle.

Thanks ever so much guys, ill let you know how I get on. I'm really enjoying this part, so can't wait till I actually have some fish to watch.
