i have just bought 2 new tanks from the local lfs- they were getting new ones due to refurbishment so i bought one with a divide down the middle and a normal one (havent found out how many litres they hold) for £7. Not bad but they require cleaning for definate.

I'm not sure if this is a stupid question but will i need to wash the gravel- Ive heard that thats where good bacteria hides so i wouldnt want to wash that off although do they still live when the water has been drained?
 
If the tanks have had other fish in then I would personally clean the gravel thoroughly just to make sure you have ridden it of any possible diseases.

I know this sounds a little overboard but with the way the filtration systems in many LFS's work, even though the tank looks good, any infection could have been passed into the tank from another.

Don't worry too much about the bacteria. The majority resides on the media in your filter(s).
