New Tank, Fish Stay At Top

I would like to report that all 6 harlequin tetras have survived so far and have regained much of their colour. There was one we were rather concerned about the other day but it has rejoined the group and started swimming. Thanks for all of the help. They have never gone back up to the top of the tank and acted like they were before since the first 25% water change.

I would just use a sponge filter in that tank, you have an airstone and are making bubbles anyway so why not put it to good use.

Is that tank cycled?
