You need to start cycling. What are your water test results (do you have a test kit), and also did you keep the bacteria alive between when there were fish in there or do a large cleaning (whatever they had could go to your new fish).
 
Do you have a liquid Nutrafin test? The most important at this point are the ammonia and nitrite levels.
 
You may have received dodgy fish, but no fish will do well in an uncycled tank.
 
Also ... I believe your tank is too small for angels to do well.
