With the clown loaches it's overstocked as they get far too big for the tank and so will need re-homing in the future (possibly near future depending on their size). Without the clowns I'd still say your fully stocked but there are few things I'd like to comment on...
1 kuli loach - Gregarious species and should really be kept in large group to avoid stress and to give you a chance to see them. If they are in a large group they feel much more confident. The ideal for a tank your size would be 8 but you don't have room for them unless you re-homed some fish on top of the clown loaches being re-homed.
12 neons - This is a very good sized shoal of neons
2 bristle nose - Fine for your tank and nice to have as pairs
1 red fin shark - I personally wouldn't have one and imo you could find agression issues towards other fish as it grows. If it's already mature (6inch) then you may have got a laid back specimen so that's fine.
2 spotted gouramis - Probabaly fine but best not to mix these larger gouramis with smaller ones to avoid bullying
1 flame gourami - I'm guessing you mean the red honey? Or possibly the red dwarf? Eitherways I wouldn't have them in with the larger gouramis
1 coral blue gourami - Again I wouldn't have these with the larger gouramis
1 female betta - Fine as a single fish, you could definitely find she gets bullied by the gouramis though.
2 rams - Should be fine, just be aware that the shark may take a dislike to them at some point
2 rose barbs - Should really be in a much larger group but you don't have space. Also they are quite big fish for the size tank you have. Not a problem for them but you might find your tank looks a bit odd because they are dither fish. This means they're in the same class as neons and they're meant to make larger 'centerpiece' fish feel safe. However they're the same size as your 'centerpiece' fish (the 2 large gouramis)
If it were me I'd :
Rehome the clowns
Rehome the rosey barbs
Rehome the two small gouramis
Up the number of Kuhli loach to 8
Then I'd let the tank settle for a few months and if everything went well I'd debate adding more fish. However if it were me I'd stick to just upping the number of tetras etc. Not introducing more species.
