New Betta Soon........

so,if this makes no sense at all tel me i wont be offended if im completely wrong.
any way as i was saying....... got my new tank, not got any thing in it yet not even water but its a start.well im going to be going out and getting my filter this weekend and my 25 watt heater but will i be able to put my betta in the tank until my filter has been in my main tank so i can cycle my thank with my betta in.i want to cycle this tank as im having 4 khulis in there so it has to be cycled.
so basicly the question is will the betta be ok till the filter has been in my main tank for a bit so i can then put it in the betta tank along with the khuli loaches?
sorry im a bit confused myself in what my question actually is but can some one plz help me that understands what im on about.

Yes as long as its not throwing him around the tank not keen on moving water too much and i would suggest changing 50% of the water every 4 days till you tank is cycled
