New 200w Heater Not Working Properly?

Hello guys,
my new 200W heater that came with Juwel Vision 180 fish tank seem to be faulty....or not?
Red light only comes on when i turn up heater all the way to 28C, heats up for couple mins and goes off. Then for it to come ON i need to crank up all the way to the MAX 32C.
Water temp is at 22C and not heating up. Filled up bucked with much cooler tap water and placed heater there, again i need to turn it up to about 28C for heater/light to come on. Very confused, what the hell is going on?..... please help.
 
is there much movement in the water? could be that the immediate temperature around the heater is at temperature but not the rest. So add an air stone next to the heater and it'll circulate the water.

Otherwise its broken?? imo.

Well, i tried all sorts, keeping heater just in from of filter flow/stream outlet, then i filled up bucket of cold tap water, again it only turns on when i turn heater to 28C. Also in Juwel tanks heater sits in the case with filter next to the pump, so it should circulate water...hmmm ill give Juwell a call and see what they say.

Just a quick update:

After phoning Seapets [thats who i bought fish tank from], and mentioning that heater is faulty, no questions asked they dispatched replacement straight away and asked me to pop old one in the post! Talk about customer service! Awesome! :good:
