another thing you could try is give them something tasty to munch on like frozen brine shrimp or frozen blood worms, mine love the stuff, It might cheer them up, happy fish are healthier fish.
having a heavily planted tank will also help them feal more secure
youll know when they are fealing better when they start shoaling alot looser if at all and start wandering around on thier own.
the problem I've found with neons is if one gets sick all the others panic and get sick or they will single the sick one out of the bunch and chase him away from the rest of the group.
I wouldnt reccomend double meds because these fish are delicate as it is and medication can be stressfull in its self, two meds might be too much.

little guys samething happens to me before but that was back when my tank is nothing bared and they probably die from stress. Now I have 4 left and they seems to be great with my cardinal. I think you should go for some other type of tetra that is much more hardier then neon as ur tank is fairly new. Things ain't stable as an aged tank. Maybe you can give rummy nose or cardinal a try they r alot more hardier then neon in my opinion. Good luck
