Neon Tetra Help

Came home from work 30 minutes ago, turned on the tank lights and checked all the shrimp and fish (as I always do at this time, and first thing in a morning).

Now, I've had a "dull" tetra for a while, but he swims/schools fine, eats fine, poops fine and has been this way for weeks without (obvious) signs of infection or rot, and the others have all been fine.

Tonight I find that another tetra is dull, and the original one has a missing left pectoral (maybe pelvic, I get confused) fin. He's slow and lethargic/ is just hovering. He's also more pale than usual, with kind of a white hue to him. The other one is lethargic too and dull (by dull I mean washed out colour, like neons do at night when resting).

I filled up my quarantine tank (a 20 litre plastic tank - not ideal but I thought it would be ok as it's temporary) but it split down the corner and leaked everywhere - no more 2nd hand stuff for me.

Any ideas what it could be? I don't think it's the new guppies, because I know the lfs I get them from quarantine the fish for 2 - 3 weeks before they go in the sale tanks (they showed me the quarantine areas and also tanks with poorly fish (mainly white spot) that were being treated), so I trust them. The guppies also seem healthy.

Water parameters are fine (had a recent water change so:)
ammonia - 0
nitrites - 0
nitrates - 60
pH 6.8 (I work in a lab so my pH tests are dead accurate - got bless pH probes)
temp - 26C (constantly)

Just seriously worried about my tank now. I dont want everything to get sick, and I can't go and buy another quarantine tank until saturday (I can get medicines from the village pet shop but they only sell generic little round "goldfish" bowls)
 
done some research, it's worrying me that it seems similar to neon tetra disease, although he still swims with the others... the original ones shape does seem different - the others are a lovely normal tetra shape, his tummy goes in slightly giving him a curved appearance. The other one is normal shaped (just smaller than the others) and he's pale. These are the remaining 2 from te babd fin rot group I got from the nsty lfs.

I'll remove them in the morning and bring them to work to this tank. Will my lone rummy nosed tetra be ok in my home tank? At least she'll have other fish to keep her company, and plenty of hidey holes and live plants to explore.. she's been in this tank for weeks now with no sign of disease so technically she's quarantined right?
 
Nemo (the one with 1 fin) was dead in the tank yesterday morning. The other dull one (now named Casper) doesn't look too great. I don't know what to do :-(
