Okay so im now thinking about a species only tank. How many neon tetras could I put in this?

Good bit of nitrates but That's because I squeezed and the water out of a filter pad from my friends house and dumped the water in.

But it seems about done

With only neon tetra, your original 20 would be fine.  You could have some corys too now, with the lower temperature.
 
Be careful using water, media, substrate, or whatever from another aquarium.  It will have pathogens from that setup, and you may not want them; some can be disease carriers.  I move stuff from one tank to another of my own, though many would advise against doing even that, but I will never introduce stuff from other tanks than mine.  Same reason you never dump water in the fish bag from the store into the tank; it is risky enough with what the fish themselves may carry, hence the quarantine.
