My Tank Is Trying To Drive Me Nuts.

So, I think I may have a bacteria bloom, little white specks floating around the tank along with a milky color. All of my levels are fine, and I tried the lower temperature and less light but it doesn't seem to be helping.

Trying to clean my gravel is just killing me though. I can't find a good vac that really cleans it out but keeps the water in the tank, and my siphon works wonders but only having a ten gallon tank my cleaning is short lived as I'm at 10% within a few seconds of good cleaning.

is there another way of cleaning out gravel without using a siphon or vac?

I'm really at a loss.

I keep on hearing about UV sterlizers but I have no idea if that would work in this suituation. If it would, does that mean I have to buy a unit or can I just use a good ole florescent UV bulb?
 
I was cleaning all my my decorations, when I came back I also noticed foam sitting along the edges of the tank where the water meets it, any clues?

Some dechlorinators froth a little especially if overdosed....

If your biofilter has crashed which will cause a bloom then this will show up on a water test. Test for ammonia initially then nitrite
