The bacteria live on ALL surfaces with sufficient flow, so yes, on the filter itself, the walls of the tank, the substrate, etc. 
 
 
Try frozen bloodworms for the food.  Mine all go crazy for them.  Personally I'm not a fan of freeze-dried foods.

** My 30L tank are use water from 230L tank earlier.
 
Looking to the result, I realise that My 230L tank are going to finish cycling already. the ammonia were 0 for 2days already & Nitrite decrease to 0.25 today. If count from the beginning of the cycling for the media filter, there are running 26th days of cycling but if count from the transferring the tank, it was just 7 days. 
 
Meanwhile, my 30L tank showing a bit different result. It started with no ammonia but high Nitrite & Nitrate. There are slowly showing different result which is ammonia moving up & Nitrite suddenly decrease to 0. Nitrate looks too high, thats why I did the WC on the 5days. FYI, This 30L tank using the new media filter.
 
Is the progress running fine or there are something wrong?

If that say my tank established already, can I added another bichir/fish inside? How the procedures to add the new fish in the tank?
 
Can I straight away through the fish in the tank or there are a steps?

Finally today is end of my cycling for 230L tank.. I got amm 0, Nitrite 0 & Nitrate 80ppm.. my pH a bit lower 6.6.. So what I need to do now? Change the water around 80%?
 
If I want to add some deco inside, is it effect the reading?
