I need to post a picture of him in his new tank but apparently Raphael is feeling camera shy today.
 
The swords, might have caterpillars maybe - check any curled leaves/parts for them.
 
I recommend removing the bubbler completely.  The betta does not need it and is sounds like it seems to be stressing him out a bit if he is totally avoiding it.  As far as laying on the bottom, I don't think that is really "normal" behavior.  Unless you have a betta that has a sleeping spot on the bottom then I would see it as a reason for some concern as that seems like lethargy.  I would expect him to not be so "lazy" once you have your heater in there and a nice temp of around 82F.  
 
Wildbetta he seems to be more active today, actually swimming around the tank and exploring his environment. I did get a heater put in there yesterday so the water is warmer and I think that may have something to do with it too. He hasn't been avoiding the bubbler anymore either. He has his favorite spot to float that's kind of his hidey hole just to the left of the filter intake at the top of the tank where there isn't much current, but I'm watching him right now swim around. I might still take the bubbler out but it does have a valve where you can turn down the amount of air that goes through it.
 
Tunagirl I put a picture of my swords up in the planted section for advice. I've had a few people tell me I need some fertilizer for it.
