Bought a tank on ebay (32 gallon) and it came with filter and heater. They are absolutely tiny and useless for a tank of that size (no wonder he had problems)

What would you guys reccomend as my filtration system? Also a heater.

I am going to have sand substrate and a planted tank.

IMO all heaters are very simmilar and I don't think any one would be really bad. Ebo jagers are good though. As for flitration, if you want plants you deffinatly want a canister filter. Although the Ehiem canister filters are VERY good filters, they are also quite expensive. Fluvals and Filstars are cheaper and very good aswell. Just let your wallet decide.

ok. what size should i go for?

I want to have it cycled and stocked by about december 20th becos its a long term present for my parents (that i am gonna maintain)
 
That shouldn't be a problem, you COULD have a look on ebay for an Eheim Pro cannister filter with intergrated heater as that would save you a little bit of hassle and space

To help cycle your tank leave it for a week or so building up the plants and adding any helpful bacteria you think you'd need, then after a weeks cycling it should be ready for stocking, though depending on what kind of fish you want in there I would suggest getting some Neon or Cardinal Tetra's for starter fish to for a further week just to let them break-in the tank so to speak.

Also as it has been mentioned cannister filters are very good for live planted tanks
