A sponge filter is a great option for a smaller tank, just be sure to clean it everytime you change your water or it will build up too much ammonia in it and release it back in to the water.
If he is in a 10Liter tank, that's approx. a 2.5 gallon tank (since 1 gallon = 4 liters) ...changing 100% of the water out once every week should suffice.
If you changed to a biological filter (the type that hang on the side) you could get away with changing 50% every week...just replace the water taken out while you were vaccuming your gravel/bottom of tank (if you don't have gravel).
