Has the pufferfish got feeder fish in the tank, or are the small fish in the video reflection from another tank?

The severums have clamped fins and are dark in colour. They either have a water quality issue or an external protozoan infection (maybe white spot).

The pufferfish has neon tetras with it. I agree, the severums do look off. Would the puffer eat neons?
 
Yah... They are little turds. You thought neons were? Oh the war has just begun!
