I may have just assumed you were putting tanks here...not sure if you said you were or not..?I was just wondering what you personaly thought you would need (gap between bottom/top tanks) for bottom tank access.
I've got plans for building racks and I'm trying to work out the minimum gap needed..whilst not leaving it to tight (would like to get my hand in and around bottom tank with quite a bit ease). Every inch counts here (for me), as height-wise it's very tight...for the planned 2 tier rack.

When I first started building racks I had the same question. how much space is right. I tacked together some 2x4s, just enough to hold empty tanks, and experimented. Half the depth of the tank above the tank, minus about an inch works for my build, this applies to everything from 10 gallon tanks up to 55 gallon tanks.
I would add more outlets, this seems to be something you can never have enough of in a fish room. I got a used bus strip cheap, and set it up over my 40 gallon tanks, I'm thinking of outfitting my room with more as money permits. They work great above the tanks, no water hazard to deal with; http

gun i measured the gap it was 19 and a half inches. but it all depend on what size tank you will be getting and how much space you want. and if you want to put stuff like bog wood you will need a bigger gap

the tank has some fish in. i hav a few pics.
tank room update havnt done anything at the moment i am planning to get a little storage heater so the heater doesnt hav to work as hard also ready for winter. also i may make a new door to the room. and i may make a front panel to hide all the wires and pipes not sure yet
