My Fish is too agressive?

Oh my god, I just saw that my other fish who was unaffected got some sort of white sand on him, but like severe. My other goldfish who got affected first seemed to start healing somehow. Is it aquarium sand or?? Because sometimes they like to swim right into the sand.
 
It's been for a few days to a week i think
Ammonia: 0
Nitrite: 0
Nitrate: 15
PH: 7.5
Around 4 months

Waterchanges every week or 2: 20%
Yep clean the gravel
I dechorinate

I clean the filter around once every 2-3 weeks
The fish isn't rubbing against anything at all
Is the one that you took a picture of the one that gets picked on? Like Colin T said it’s a little hard to tell if it’s ich that would look more like salt crystals or small cysts that are on top of the scales/fins. Considering you haven’t seen any shinning (rubbing itself against rough surfaces to scratch itself), and it’s localized around the fins where the fin nipping seems to occur, and also on the one picture it seems like there is mucus around its gill, id say it’s mucus from the stress and the fishes body preventing bacteria from entering the tears in the fin.

What is your feeding schedule (how often, what food, how much?

Also from the photos, it does not seem like there is much hiding places.
 
If you have sand in the tank and the fish are producing excess mucous, the sand can stick to the mucous and make it look like the fish is covered in sand. If this is the case, the sand should come off by itself when the fish stop producing excess mucous.
 
I mean by i only have tropical fish forums on computer, but I took it with my phone so my phone isn't sending :( They're doing much better now, I guess it's because they saw a stranger...
