One thing to consider is how low your Ph and temperature is, according to the manual that comes with the Ammonia test kit. at 77 degrees at a PH of 6-6.8 a 2.0 ammonia level is still considered safe. and ammonia toxicity lowers with salinity levels.

Ammonia does become less toxic as the pH of the water decreases and also with decreases in temperature but you have to get to a pH of below 6.0 or temps below 60F before ammonia becomes completely harmless. Neither of those is really an option though.
