Minimum tank size for percula clowns according to Scott Michael, Eric Bourneman, Ron Shimek and Joyce Wilkerson (the clownfish queen)is 10g (~40L). The reason is because clowns have extremely small territories, never straying more than a dash from their anemones. The distance they do stray is correlate to size so the largest clowns, the maroon clowns, go the furthest from their anemone but this is usually a metre or so. They smallest clowns, A. percula and A. ocellaris, will stray about 20cm from their anemone hence the small tank size.
