Hi I have just bought some moonlight strip LED's from ebay, I haven't recieved them yet, I was just thinking if they are ok for the hood of an aquarium or are they supposed to be for an open top tank where the lights are further from the surface? It does say that they are waterproof but not submersible but I wanted to make sure

Shouldn't make a difference if you have a lid or condensation tray between the lights and water. I make my own moonlights by wiring individual LEDs together and powering with a phone charger. Just silicon or hot glue them to the hood and drill a hole in the hood for the cord.
