I know you can get them for marine fish for when the main light goes off but can u put them into tropical tanks

moonlight tubes can be used for FW but be carefull not to mix up "blue moon" tubes (which are ok) with blue actinic tubes which are for marine use and will make your tank look purple as well as causing algea problems.

That LED based item you link to will be fine for tropical f/w tanks. If you search the boards for "moonlight" you'll find numerous threads dealing with the subject.
