If I breed a melanistic male with a normal mosquito fish will they have melanistic babies?

That all depends if the normal.female has a recessive melanistic gen. If not all fry will be "normal". If you breed those a part of the fry will be melanistic again.
 
Well, even in this case a small percentage of the F1 offspring "could be" melanistic. But do you want the majority till even the whole batch of F1 offspring to be melanistic, the female should be also a melanistic specimen or a plane one that does carry the melanistic gene recessively as DoubleDutch has already mentioned.
But you could also do what DoubleDutch has already mentioned by crossing siblings of the F1 that are phenotypically melanistic (and what's more important, genotypically melanistic) to increase the melanistic population.
